应该是网络问题，

先直接下载ionic的包使用吧

或者翻墙再次运行命令试试

你说的包 是 直接在上边开发是吗？我看 git上好像是有个 ionic的包

是的，不要把ionic想的多复杂，就是 css js库，下载下来直接引入就可以了
